I do understand that role and do appreciate as well.... but in my opinion and I think as it's supposed to be their roles or facilitation should be in the background not to over ride or over shadow NOMCOM roles</div>

Yes, it's NomCom's duty to make the announcement. But NomCom is assisted in its work by AfriNIC staff ("secretarial" role, facilitation of meetings, legal advice, etc.).<br>
That's why NomCom requested Ernest to publish the announcement of the slate on its behalf.<br>
