In some jurisdictions, the term higher education may mean any college. In other places, it means only four year universities. In yet others, it means only institutions offering postgraduate work. I see no benefit to this policy excluding primary and secondary educational institutions and I see no reason that the less ambiguous term "Academic Institution" should not be used.
