The IP assigned to the port is controlled by the institution, the switch is controlled by the instituition, the access is not legitimate, and the resources being used for the access are RFC1918 space if they are natting, the assigned IP is still under the control of the institution. But, since you suggested it, maybe there is a good business model in reselling RFC1918 resource allocation..... *rolls eyes*</div>
