There should be a definition of who can participate in the selection of a temporary chair at a meeting where the chair is not
present. I believe the following definition to be in line with the intent of the proposal as specified in section 3.1:
Anyone present at the meeting whether in person or by remote participation may participate in any selection process
for a temporary chair.
