The intent is to have continuity by ensuring that there is one sitting Chair with at least one year's experience. A new Chair is chosen each year. There are two Chairs at any given time, excluding exceptional circumstances.<br><br>Assuming Chair A is chosen for two years, Chair B is chosen for one year, Chair C is chosen for two years and Chair D is chosen for two years:<br><br> Year 1 Chair
