<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN style="FONT-SIZE: 10pt; COLOR: black; mso-bidi-font-family: Arial; mso-ansi-language: EN-US">Planning the pattern of prefix assignments is important not only for RIRs but also for LIRs.<SPAN style="mso-spacerun: yes"> </SPAN>For example, at the 2005 IPv6 Global Summit in <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:City w:st="on"><st1:place w:st="on">Barcelona</st1:place></st1:City>, a recommendation was made concerning assignments by LIRs to university campus networks.<SPAN style="mso-spacerun: yes"> </SPAN>It was recommended that /48 assignments should be made on /44 boundaries so as to provide adequately for subsequent contiguous assignments to meet future needs of the campuses. Tertiary Education Network (TENET), which acts as a LIR for South African universities and research institutions, has adopted precisely such a reservation policy governing its assignments to participating institutions.</SPAN><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 'Times New Roman'; mso-ansi-language: EN-US"><?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 'Times New Roman'; mso-ansi-language: EN-US"> <o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN style="FONT-SIZE: 10pt; mso-bidi-font-family: Arial; mso-ansi-language: EN-US">Setting the threshold HD ratio at 0.94, as has been proposed and was generally supported at the AfriNIC-6 meeting, would force TENET and other LIRs with similar reservation policies to abandon these policies long before they would qualify for further /32 allocations. <SPAN style="mso-spacerun: yes"> </SPAN>At best, a policy of assigning on /47 boundaries – i.e. reserving just one further contiguous /48 per assignee, might be sustainable.<o:p></o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN style="FONT-SIZE: 10pt; mso-bidi-font-family: Arial; mso-ansi-language: EN-US"><o:p> </o:p></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><SPAN style="FONT-SIZE: 10pt; mso-bidi-font-family: Arial; mso-ansi-language: EN-US">To address this situation, I’d like to suggest consideration of a simple addition to the proposed policy, as follows.<SPAN style="mso-spacerun: yes"> </SPAN>“AfriNIC recognizes the importance of LIRs' developing assignment policies that promote efficient use of address space in the long term. Consequently, when a LIR applies for an additional allocation, if the LIR has a stated reservation policy according to which it provides for contiguous further assignments to existing assignees, then in calculating the LIR’s current HD ratio, prefixes that are reserved for existing assignees in terms of the policy may be taken into account as though they were already assigned.”</SPAN></P>
