[rpd] AFPUB-2026-GEN-002-DRAFT02 Policy Compliance Dashboard

Dear PDWG,

I oppose this proposal in its entirety and request its withdrawal, not another round of amendments. My concern is the imbalance between the power exercised through the registry and the operational and financial risks carried by the networks subject to it.

The proposal connects automated monitoring and staff notifications with investigation and possible service withholding, revocation or membership closure. Describing the dashboard as an information display does not separate it from the consequential decisions its information is intended to support.

If a finding is wrong, a member may have to spend time and money disproving it. If it contributes to a disruptive decision, the consequences may extend to customers and other networks that had no involvement in the dispute. Correcting the software afterwards does not necessarily restore interrupted services or repair the resulting losses.

The ability to generate a compliance finding does not establish the legitimacy of the authority exercised through it. Staff verification addresses who decides; it does not explain why operators and their customers should carry these risks so that the registry can supervise resource use.

This is not a request for a different notification format, an additional review stage or added safeguards. Those measures would regulate the exercise of the disputed power; they would not show that the power belongs within the registry's role. Even perfectly functioning software would leave that fundamental objection intact.

A dependable registry should preserve accurate records, recognised control and continuity. It should not turn the services on which a network depends into leverage over that network's deployment, utilisation or commercial decisions. The dependence of operators on registration makes restraint more necessary, not supervision more legitimate.

Member access to records, and assistance correcting genuine discrepancies, can be provided without this monitoring-and-enforcement framework. That is a separate administrative service, not a reason to retain the present proposal.

I ask the authors to withdraw AFPUB-2026-GEN-002-DRAFT02 and the Co-Chairs not to advance it to Last Call. My position is abandonment of the proposal, not conditional acceptance through safeguards.

Kind regards,
Nia
