The proposal has good intentions.  The recommendations are should not
must.  Co-locating a PPM meeting with other meetings might help more
new people become aware of the process.  The initial effect maybe higher
registration but lower full participation as new people may not have
read any of the policy proposals under consideration. 

Rather than indicating the specific organizations, perhaps it would be
helpful for AfriNIC to also keep a calendar of internet related meetings
and avoid direct conflicts with meetings where many people who usually
participate will not be able to participate?  It is also possible for
AfriNIC to use the calendar as a source of meetings to co-locate PPMs
with in the expectation that there are regional African meetings that
calendars for other RIRs may miss.

Having a PPM entirely online is also reasonable - many of the countries
where there are only a few resource members may not get to host an in
person meeting, but they should not be disadvantged even further from
participating in PPMs. Online only PPMs might be more flexible with
scheduling, not needing 1 year notification, and can be held whenever
there is a backlog of new proposals for which synchronous discussion
would be useful.  Limiting PPMs to at most 4 per year, with at most 2
hybrid would also ensure that the community and the chairs have an
expectation that there is space for synchronous discussion, but time
requirements for this will not be too high, and in case of a conflict
between a PPM and another event, synchronous discussion will be possible
at a later PPM without too much of a time gap.
