Hi Mike,

I agree. The separation must cover resources, not just appointments. Even a
member-appointed committee could remain dependent on the Board if its
funding, administrative support or communications require discretionary
Board approval.
Those essentials should be secured through member-approved rules, so they
cannot be selectively withheld during an election. Otherwise, the Board
loses the power to appoint the committee but retains the power to obstruct
its work.
