A guarantee can be complete within its own scope and still be limited in scope.
DRAFT02 can fully guarantee that a new AFRINIC AS-SET follows the required format and is authorised at creation. That remains a local, prospective, creation-time guarantee. I have not denied that benefit.
The broader claims are the ones stated in the Impact Assessment and repeatedly used to justify adoption: reduced global collisions, fewer misconfigurations propagated through resolvers, and improved protection for filter generation across the IRR ecosystem.
Your question, “where does the draft not provide this?”, reverses the proper test. A mandatory policy derives its effect from what its text and implementation positively establish, not from what the text fails to exclude.
If those broader outcomes have already been demonstrated, please identify for each one:
1. the exact normative provision producing the outcome;
2. the operational mechanism by which it occurs; and
3. the implementation evidence or test by which operators can verify it.
Referring objectors back to two weeks of archives is not an auditable answer. If an issue has been resolved, the resolution should be capable of being stated and cited directly.
I am not asking DRAFT02 to solve every IRR problem. I am asking that its policy text, Impact Assessment, and claimed benefits describe the same assurance. It cannot be promoted using broad ecosystem benefits and then defended as merely a local creation-time naming rule whenever those benefits are examined.
Until that alignment is demonstrated, my objection remains.
