[rpd] [Last Call] Draft Policy Proposal - Hierarchical Names for New AS-SETs (AFPUB-2026-ASN-001-DRAFT02)

Dear colleagues,

On the "continuous, globally authoritative identity" the proposal is being asked to prove ((015419), (015423)): no supporter ever claimed that property - no message stating it has been cited, and none exists. The proposal claims one thing: a new AS-SET name is unique and authenticated inside the AFRINIC database at creation time, because its ASN prefix is uniquely assigned. That distinction has already been answered four times over: by the author confining the proposal to naming (015412), by Jaco on one-ASN-one-authoritative-RIR determinism ((015396), (015397)), by myself on disjoint authoritative namespaces and the delegated-statistics map ((015416), (015418)), and by Frank quoting the proposal's actual guarantee text back (015425). Both messages demanding proof of the bigger property concede the actual claim in the same breath. An objection to a claim nobody made is not an objection to this proposal.
