Dear PDWG Co-chairs,

I support Alain's observations and share his concerns.

What stands out to me is not only the existence of undefined terms and broad discretionary language, but what that means for the role of policy itself. A policy should provide objective, predictable, and technically justified rules. It should not rely on future clarification or broad administrative discretion to function.

When key concepts such as "key technical purposes" or "sufficiently documented" are left undefined, implementation inevitably shifts from policy to interpretation. That places increasing authority in the hands of the Secretariat rather than in the text agreed upon by the community. Good policy should minimise discretion, not institutionalise it.

I also agree that if there are legitimate operational scenarios that require different treatment, they should be addressed through clear, measurable, and verifiable criteria, rather than broad exceptions. Predictability and consistency are fundamental principles of sound policy development.

For these reasons, I believe the proposal requires further work before it can be considered mature enough for ratification, and I urge the PDWG to carefully consider Alain's recommendations.
