Dear Jordi,
Your proposal says:
Unless exceptional circumstances are demonstrated, utilisation shall reach at least fifty per cent (50%) within eight (8) months from the date of assignment.
Q: Why 8 months and not 12 as in the previous 5.5.1.9?
How does this address the problem stated?
