Neither the RPD nor the community list was frozen. The community list was put under moderation and still is, I think. What that means is that any mail sent to that list needs to be approved by someone at AFRINIC before it is forwarded to the rest of the list.
And I think the board should wave that moderation because it has significantly paralised community interactions.
