[rpd] Implémentation of CoC.

That's was not from the Co-Chairs Arnaud. Yeah Dewole was indeed a Co-chair
in the past so it's understandable Bro :-)
That said, the gist from the Board member was to remind us all that
co-chairs are the custodian of the rpd and while we can bring a matter of
CoC to their attention there is no need to engage the alleged infringer.
Co-Chair Watch the list as well so I expect they will act accordingly when
necessary.
