[rpd] AFRINIC PDWG Co-Chair Selection Candidates Matrix

Dear AFRINIC Liaison and RPD,

If I have to wear my cap from previous NomCoM experience, the job has been
made easy for the community to form an easy consensus.

While it is not in my place to make a consensus for the community, three
candidates seem to have been nulled off by the matrix.

As a stickler for rules and given the guidance of the Matrix, I will be
lending consensus support to Darwin Da Costa.
