I don't think your observation is different that what was objected already. Otherwise, I fail to see your point.
The other 4 RIRs have similar (actually 2 of them the same) policies, and it has demonstrated to be working. Specially where this policy has been implemented (APNIC and LACNIC), the results are just amazing. In very short time (months), since it was implemented, the number of incorrect abuse-mailboxes has dropped below 20%, and the number of unresolved/unresponded abuse cases has dropped very significatively (in my own experience).
So clearly, it works and it can improve AFRINIC database and protection against bad actors.

Without overstepping or being considered intrusive, they could get members to publish their mailbox instead of consistently adopting and implementing unnecessary. unworthy and wasteful policies.
