I guess the main issue is that there are multiple "main" goals, and this proposal doesn't address all of them equally. That doesn't mean that it's a bad proposal, just that there is room for improvement. As there is ALWAYS room for improvement :)  If large steps are too difficult then the only way to reach the goal is to take small steps.
