Hi Owen,
Thanks for your email, brother.
...if that is your safer version of this DPP,
which is about to be ratified; then i would recommend you to submit a new
DPP, if you dislike the *ratifying* one.
What is the benefit of a policy which might not be able to fix the problem
it was writen to solve?
...possible scenario:

1. A resource member (RM) failed to
conform to either the CPM or the RSA.
2. The regional RIR exercice its duty and
enforce the procedure which apply to
that situation.
3. After hardly try all what is prescribed
to help the said RM; RIR's Staff proceed
4. The service seize to be delivered
5. No more IRR objects, attached to the
INRs holded by the said RM are available
under the RIR's database: deregistration!
6. The said RM go to an open IRR
database maintainer and subscribe to an
alternative service.
7. The price out there is far higher than
the fee previously paid to the RIR office
for the full registration, including that
very service.
8. The alternate/open IRR maintainer
receive the expected money and satisfy
the needs of the previous RIR's RM:
9. all the desired IRR objects are inserted
into the alternate/open IRR's database,
and advertised.
10. Problem solved for the former RIR's
RM.
11. RIR's System bypassed! :'-(
12. The End! ???
