...maybe looking at stats [**], there is not too much
numbers there perhaps because there is less follow-up
from AfriNIC's side?

It might be interesting to hear from them, to know
how the PDWG could help to improve things from
the policy perspective.

...right now i can see at least two things to add:

•1| [Is_an_Exception] The INR transfers within AfriNIC
service region is an exceptional rule. The Staff
*must* improve its capability to review the use
of service offered to the LIRs, so that the AfriNIC's
free pools will have more addresses back after
being reclaimed or simply returned by those
who failed to use it as intended.
•2| [Review_Before_Transfered] When a
resource member introduce a request for
transfer, the Staff shall review the INRs
utilisation of the two resource members
involved, if applicable.
•3| [Timing_and_Transferability] The Staff
shall maintain an internal list of resource
members who have not yet proved that
they have used 80% of the INRs they hold ;
after an evaluation period of one year,
starting from the date they received INRs
from AfriNIC.
Resource member should prove that they
have used the INRs allocated to it, at time.
Failing to do that, the Staff shall contact
those resource member to recall them
that there are three possibilities: (i) immediately
prove that 80% of their allocated INRs have
been used at time; if not (ii) being immediately
put into an internal list of temporary candidates
for transfer of INRs within AfriNIC service region;
(ii) Request a special authorization, from AfriNIC's
Staff, to have more time to work its CPM-compliance.
The maximum time could not exced six months.
INRs are transferable if the resource member
initiates a transfer request before to the deadline
to prove their CPM's compliance, or if done at most
three months after that deadline.
For INRs placed into the internal list of candidates
INRs good to be transfered, when the Staff receives
INRs request they can not satisfy, then they shall
direct the requesters to the resource members
who hold INRs listed on that list.After three months
without any request for transfer or a proof of
utilization, the concerned INRs shall be removed
from that wish list and reclaimed.
The Staff could use a solution derived from an
open standard protocol or a BCOP to being able
to prevent unallocated INRs from being being
squatted and misused or simply to appear in
the Internet routing tables.
