Dear WG,



I agree with Taiwo’s response. In fact, providing answers does not mean
that the raised issues were resolved. To put it differently, we are
requesting an efficient and concrete solution to all our concerns.
Otherwise, the policy cannot be implemented. Moreover, many individuals
admitted that the policy presents some limitations which need proper
adjustment and rectification. Once again, we did not witness even a slight
attempt to do so.



Concerning the validity of objections, I think that all objections should
be addressed, in an insightful and precise way. That said, not only
formulating vague answers, but suggesting concrete solutions/adjustments
accordingly.



Last time I checked, the last call phase’s purpose is tackling issues,
resolving conflict and providing a decent outlet for discussions/debates.



3.4.3 Last Call

A final review of the draft policy is initiated by the Working Group
Chair(s) by sending an announcement to the Resource Policy Discussion
mailing list. The Last Call period shall be at least two weeks. The Working
Group Chair(s) shall evaluate the feedback received during the Public
Policy Meeting and during this period and decide whether consensus has been
achieved.



According to the CPM, the co-chairs can only present the outcome of the
last call phase at the end of it. Consequently, pointing out what concerns
should be addressed or not is not mentioned in the manual.





I hope that the policy’s shortcomings will be resolved by the concerned
parties.
