[rpd] Call for interest for PDWG chairs closed & Way forward

I agree, but it is not part of the criteria now for adjudging the
suitability of a Co-Chair. Therefore, it is not applicable. Rather it
should be explicitly capture as we look forward to the amendments we
intend to do in the future.
