Hi Anthony,
When an author submits a policy proposal, he/she knows up-front, that there is not a timing for it to reach consensus. It depends on the community decision. It may never happen. If you think that you may be willing to serve as a chair, you need to think on that as well. When someone is willing to serve to the community, the truly intent is to “serve”, so that means you should not mind to serve “now” or in a future term, when your proposal is done.
Instead, what you’re asking to do, is to have only “half” of the co-chairs team or an interim co-chair, in a temporary situation, which of course, can take years to be resolved. This is not “today” in our PDP, so we can’t make use of it. If we want that to happen, we need a policy proposal that explicitly sets a solution for that situation.
Even if we have such policy reaching consensus, the result for that is that we end-up selecting a co-chair that is unable to serve because conflict of interest. Is that wise?
Remember that the reason to have 2 chairs (co-chairs) is to have a more balanced view, even to ensure that if one of the co-chairs fails for whatever reasons, another is still there. So allowing a co-chair to be “out of function” because conflict of interest, makes the “co-chair setup” useless if we have only 2 of them. As I mention before, if we decide to have a “bunch” of them, then the situation may be different, but then we have a new problem, which is, given the small number of folks participating and contributing, more co-chairs, means less “active participants” in the discussions.

Without trying to force my opinion and objections to certain criteria, I believe empathy and understanding should be admissible in generating these criteria.
I maintain my objection to Criterion G. A restriction on authors of pending policies under review, is an unfair restriction to actively involved members of the community, as in most cases, the lingering review period is largely out of their own control.
As suggested, such co-chairs should be forbidden from commenting on, presiding over, or making calls on policies with conflicting interests for the duration, thus the need for the 'Co'-Chair. Alternatively, an interim chair can be selected if need be, By all means, prospective candidates with a willingness to serve should be allowed their deserved opportunity to do so.
Furthermore, for the additional set of criteria, I agree with Criteria K. However, on Criteria J I have an objection. I both agree and disagree with the criteria. I think a justification might be required, to reduce the risk of a "tailored" set of criteria.

We would like to inform the Working Group that the detailed criteria is based on the philosophies of relevant past experience, integrity, the ability to act impartially and exercise independent judgment when moderating the PDP discussions.
Further, we have also been following all discussions on the rpd mailing list and our observation is that the Working Group has, so far, been unable to find consensus in regard to Criteria G only. Criteria G has thus been edited accordingly. Note that Criteria K has been added as RIR staff are not eligible.Therefore, should the Working Group have no major objection to Criteria G and K, as worded, by 08h00 UTC 1 April 2021, the revised eligibility criteria will be published and the Call for Interest shall then be opened to allow the selection process to be completed on time.
The following are the revised eligibility criteria:
A. The intended volunteer must be well conversant with AFRINIC’s consensus-driven ecosystem, including its Policy Development Process; practical understanding of RFC 7282 is required.
B. The intended volunteer must be accessible and make himself or herself available to follow and moderate all policy proposal discussions on AFRINIC’s rpd mailing list as well as attending AFRINIC Public Policy Meetings whenever they are held (Note: All logistical assistance will be provided by AFRINIC);
C. The intended volunteer must have at least 3 years of sufficient past and active participative experience on either AFRINIC’s or any other RIR’s policy development mailing list;
D. The Intended volunteer must have participated in at least two (2) AFRINIC Public Policy Meetings (face-to-face or virtual) in the past three (3) years;
E. The intended volunteer must have sufficient capability of understanding and interpreting the contents of AFRINIC’s Consolidated Policy Manual;
F. The intended volunteer must be able to demonstrate good technical knowledge and understanding of the Internet ecosystem. Having 3 to 5 years of Internet Protocol related technical experience would be an advantage
G. The intended volunteer shall not be the author of any of the policy proposals currently under discussion;
H. The intended volunteer must either reside within or originate from AFRINIC’s service region;
I. The intended volunteer must be able to demonstrate excellent presentation and communication skills.
J. The intended volunteer must be endorsed and/or nominated by a registered contact of an AFRINIC Resource Member
K. The intended volunteer must not be a staff of AFRINIC or any other Regional Internet Registry (RIR)
As a consequence of the above, kindly also note that our initial timeline has been impacted and the revised timeline is thus as follows:-
· 1 April 2021 08h00 UTC: Approved Eligibility Criteria is published online.
· 1 April 2021 10h00 UTC: Open Call For Interest for the appointment of the replacing PDWG Co-Chairs
· 04 April 2021 19:59 UTC: Close of Call For Interest
· 05 April 2021: Publication of the list of interested candidates on the rpd mailing list
· 05 - 09 April 2021: The PDWG to select the new Co-Chairs
· 10 April 2021: AFRINIC’s Board of Directors is informed of the outcome of the PDWG decision.

Nous souhaitons informer le groupe de travail que les critères détaillés sont basés sur les philosophies que sont l'expérience appropriée, l'intégrité, la capacité d'agir de manière impartiale et d'exercer un jugement indépendant lors de la modération des discussions du PDP.
En outre, nous avons également suivi toutes les discussions sur la liste de diffusion rpd et notre observation est que le groupe de travail n'a, jusqu'à présent, pas été capable de trouver un consensus sur le critères G qui a été modifié en conséquence. Il faut noter aussi que le critère K a été ajouté car le personnel des RIRs n'est pas éligible. Par conséquent, si le groupe de travail n'a pas d'objection majeure aux critères G et K , tels qu'ils sont formulés, avant 08h00 UTC le 1er avril 2021, les critères d'éligibilité révisés seront publiés et l'appel à intérêt sera alors ouvert pour permettre au processus de sélection d'être achevé à temps.
Les critères d'éligibilité révisés sont les suivants :
A. Le volontaire doit bien connaître l'écosystème consensuel d'AFRINIC, y compris son processus d'élaboration des politiques ; une compréhension pratique du RFC 7282 est requise.
B. Le volontaire doit être accessible et se rendre disponible pour suivre et modérer toutes les discussions sur les propositions de politique sur la liste de diffusion rpd d'AFRINIC, ainsi que pour assister aux réunions de politique publique d'AFRINIC lorsqu'elles ont lieu (Note : Toute l'assistance logistique sera fournie par AFRINIC) ;
C. Le volontaire doit avoir au moins 3 ans d'expérience antérieure suffisante et active de participation à la liste de diffusion de l'AFRINIC ou de tout autre RIR sur l'élaboration des politiques ;
D. Le volontaire doit avoir participé à au moins deux (2) réunions de politique publique d'AFRINIC (en face à face ou virtuelles) au cours des trois (3) dernières années ;
E. Le volontaire doit avoir une capacité suffisante pour comprendre et interpréter le contenu du Consolidated Policy Manual de l'AFRINIC ;
F. Le volontaire doit être capable de démontrer une bonne connaissance technique et une bonne compréhension de l'écosystème Internet. Une expérience technique de 3 à 5 ans dans le domaine du protocole Internet serait un avantage.
G. Le volontaire ne doit pas être l'auteur de l'une des propositions politiques actuellement en discussion ;
H. Le volontaire doit résider dans la région de service d'AFRINIC ou en être originaire ;
I. Le volontaire doit être capable de démontrer d'excellentes compétences en matière de présentation et de communication.
J. Le candidat volontaire doit être soutenu et/ou nommé par un contact enregistré d'un membre ressource d'AFRINIC.
K. Le volontaire ne doit pas faire partie du personnel d'AFRINIC ou de tout autre Registre Internet régional (RIR).
En conséquence de ce qui précède, veuillez noter que notre calendrier initial a été modifié et que le calendrier révisé est le suivant
· 1er avril 2021 08h00 UTC : Les critères d'éligibilité approuvés sont publiés en ligne.
· 1er avril 2021 10h00 UTC : Appel à manifestation d'intérêt pour la nomination des remplaçants des co-présidents du PDWG.
· 04 avril 2021 19:59 UTC : Clôture de l'appel à manifestation d'intérêt
· 05 avril 2021 : Publication de la liste des candidats intéressés sur la liste de diffusion rpd
· 05 - 09 avril 2021 : Sélection des nouveaux co-présidents par le PDWG
· 10 avril 2021 : Le Conseil d'administration d'AFRINIC est informé du résultat de la décision du PDWG.
