[rpd] Eligibility Criteria for PDWG chairs

Hello
I don't point D should be a requirement. As long the volunteer have good
understanding of what is required on other point is already good enough.
Also having the volunteer endorsed and/or nominated by an AfriNic number
resource member is something always positive and necessary.
