[rpd] Eligibility Criteria for PDWG chairs

Hello Daniel,

I think what Noah was referring to was the invocation of section 3.3 in
part which says:

*If the Working Group Chair is unable to serve his or her full term, the
Working Group may select a replacement to serve the remainder of the term.
If the Working Group Chairs are unable to attend the Public Policy Meeting,
the Working Group shall nominate a Chair for the session. Anyone present at
the meeting, whether in person or by remote participation, may participate
in the selection process for a temporary Chair.*

If memory serves me right ( which i'm pretty sure it does) what happened in
Botswana as i was also present at that meeting and infact had the honour to
do the nomination of Dewole on floor of the the PPM was that Seun resigned,
and the ECOM which is powered by AFRINIC staff made the call at the
meeting. NoMCoM was not involved.

I believe that Madhvi is doing is in absolute order given the circumstances
we find ourselves. Therefore, this is not a matter that neccessary needs to
be going before the NoMCoM. The PDWG can self organise and that is what is
happening here. The whole idea is to drive a concensus by the secretariat
based on serving the interest of the PDWG.

I believe that the conversation should be, how we get the interim chairs "
*SELECTED*" from within the working group? I also do not see any word
around "ELECTION" but selection by the WG.
We need to be mindful of the words in the CPM.

Bear in mind that my comments are made as a RPD community member and not a
comment based on any hat i currently wear in the community.
