[rpd] Eligibility Criteria for PDWG chairs

I am happy you said "coordination with NomCom Chair". So I expect we 
should be having NomCOM by now, and they handling the selection/election 
process of the Co-Chairs going forward.

The Secretariat providing the support necessary for the NomCom to function.
