[rpd] Eligibility Criteria for PDWG chairs

AfriNIC has always been Secretariat for PDWG. But I can't remember it 
mutating into a NomCom. I hope in our attempt to get a new set of 
co-chairs, we do not trample on simple rules that we should follow.
