[rpd] Secretariat PDWG

Dear PDWG,

Personally, I have no specific problem or issues with the timeline for the
selection of the Co-Chairs. Nonetheless, I still maintain and emphasize on
the fact that selection process should go through the electoral system
(voting). Voting as a means for the selection of the co-chairs will not
just be fair but also it presents the ability for the AFRINIC organization
to give every member the right to participation and be part of the
decision-making process.

Additionally, I do not agree with the stance on allowing the Secretariat to
handle it. The CPM already has pointed out that the Working Group (WG)
rightfully selects the PDWG Chair and not the Board doing such. The
selection will be done by the PDWG through a voting/electoral procedure.
