[rpd] Eligibility Criteria for PDWG chairs

I’m not convinced on H, but I have no objection to it (as a future proposal). However, for it to be meaningful, I would argue that a
Residency requirement should be a requirement that the person reside within the region throughout their tenure in the position,
Not merely during the nomination period.
