[rpd] Secretariat PDWG

Hello

I find it good that finally we are advancing for a PPM that may be a
possibility to select the new Co-Chairs and I hope it will be possible
to do this at maximum until this event.

However something that concerns me a lot is the point C where the Board
called for itself the power to appoint two Interim Co-Chairs, even in
this exceptional circumstances. It is very worrying certain recent Board
attitudes like believing they have power to do whatever is necessary
within PDWG. It is never enough to mention that there NOWHERE in the PDP
as a possibility that Board can appoint Co-Chairs, so even in the most
exceptional and urgent situation that is NOT AN OPTION at all.
I have always been of the opinion to have this text in the PDP as soon
as we are able to adjust it *under the due process* in order to allow
the Board to appoint interim Co-Chairs in such situation but until that
is done this is not an option regardless of the effects of remaining
without Co-Chairs. At the present only PDWG can select Co-Chairs, no
other body.

It is important that people learn once of all to play by the current
rules, even when they are not the most pleasant and easy ones.

I really hope we don't come to the situation where the Board feels it
has the power to do such thing without any text in the PDP supporting
it. If that ever occurs community should refuse such unilateral
intervention and the selected Co-Chairs.
