[rpd] Resignation of Policy Development Appeal Committee member

Hi Wafa

Pole sana (Sorry) and thank you for your service while you continue to
serve the AFRINIC community in other capacities.

Resignations are an indication that that AC has not been functioning as a
team when you also see a Chair resign.

@AFRINIC Board... this unacceptable crap from dudes who think male
dominance is still a thing needs to be dealt with.
