It doesn't make sense IMHO to proceed with ratifications when at least the “Inter-RIR transfer policy” has been so controversial.

I would not expect that “proceed accordingly” would include ratification of a policy proposal that is under appeal. I would expect
the board to wait for the outcome of the appeal in that case.
Agreed.

I would expect the board to proceed in the same manner today that they would have proceeded had they received the email
earlier when it was originally sent, whatever that procedure may be.
