[rpd] IPv4 Inter-RIR Resource Transfers(Comprehensive Scope) Draft-5 ID-AFPUB-2019-IPv4-002-DRAFT05

This proposal is much better written, address the main points about 
Intra and Inter-RIR and the interests of the region. It is also similar 
to other RIRs ones and has reciprocity from all other RIRs which is one 
of the most important points.

As such I support this proposal.
