[rpd] Reciprocity of the inter-RIR transfer policies

Hello Madhvi, everyone

Thank you for getting back to us about the compatibility/reciprocity of the
resource transfer proposals.

What I have noticed is that there doesn’t seem to be a problem with the
Resource Transfer Policy if a simple modification is done with the
following sentence:

"The source must be the current rights holder of the IPv4 address resources
registered with any RIR and shall be in compliance with the policies of the
receiving RIR."

Once done, the policy will be compatible with the RIRs and then we can
proceed and not waste any more time to implement it.

Thanks, Gaby
