...i propose you to author a DPP (Draft Policy Proposal) around what
you intelligently explained above...i can assist, if needed :-)

IMHO, you have at least two possibilities:

•—/
•1| PPM's Agenda *shall* contain only DPP which have
reached ‘rough consensus’ in RPD.
•2| A DPP *must* reach consensus on RPD and at PPM
prior to be sent to last call.
•3| any other possibilities? {share please}
