I have a problem with "almost all".
Here: "policy has covered almost all of the concerns"
I request that this policy goes out of last-call and back to mailing
list discussion because "almost all" is very different from "all"
concerns being addressed (which in my opinion is required for last-call).
With a status of "almost all" concerns addressed, a policy proposal
should not be in a state of last-call.
