Hi Noah and co.,

Thanks for sending this proposal.

There is no major difference between your draft 2 and this newest proposal
you gave. Cursory inspection just reveals a deletion of 3.1.5 from draft 2
and a nominal reiteration of RIRs in the new proposal. I would think that
you'd have the same pushback again just like your draft 2 because there are
no significant changes in this iteration. Lastly, TLDR it just looks like
you resent your draft 2 here.

Therefore, I think the proposal should not be accepted as an updated
version.
