[rpd] End of Last call

I agree with Jordi that as we move the Policy Transfer proposal to 
board, can we have the final document that is going to board. Secondly, 
I also agree that we should know  what is staff's final assessment on 
the proposal.

But the question is, does this need extension of time on the last call? 
If it does, then It is worth the extension, however Staff are listening 
and will have to act immediately.
