Exactly. As I mentioned it is an exceptional and very needed situation
in such situation, otherwise having no other mechanisms and the PDP
becomes more fragile. And the Board is the best fallback mechanism to
choose such temporary person in the case the normal ways fail. It is not
that the Board will be able to choose someone in any situation and
overwrite a normal election, but only when the default method fails, so
the PDP doesn't get without one of its fundamental parts.
