[rpd] IPv4 Inter-RIR Transfers (Comprehensive Scope)

Hi all,



This new version of the proposal corrects some editorial details and mainly adapts the text to the new situation where AFRINIC is in IPv4 exhaustion phase 2.



I’ve accommodated the timings to be twice those defined in the exhaustion phase 2 policy.



As a side note, AFRINIC is now the only RIR that doesn’t have this kind of policy, so we are in a clear disadvantage.



I think it is clear for everybody that African ISPs still need to grow. However, in the actual situation, any ISP that needs more IPv4 resources, will not be able to obtain all them in the region, or due to scarcity, the price can go up (you are part of a single smaller market, instead of a global larger one). The African ISPs can’t, without an inter-RIR policy, get resources from other regions, such as ARIN which are giving up them, because their level of IPv6 deployment keeps going up and they need less and less IPv4 resources.



This is not only bad for the grow of African IPv4 networks, but also for the deployment of IPv6. As you know, the best way to keep deploying IPv6 is IPv6-only with IPv4aaS (IPv4-as-a-Service), but for that many ISPs may need new small blocks of IPv4 addresses. Of course, new ISPs or enterprises will also need them, and may be what they can get from Afrinic or the intra-RIR policy is not sufficient.



This version also addresses the inputs from staff impact analysis of the previous version of this proposal.
