[rpd] Co-Chair Election Process (Jehovahseun ADEKANMI)

Dear all,

Stable internet connectivity, and  power supply is  is an issue in some
parts of Africa (if not all).

Consequently, I seek to discourage the the plans of conducting the
Co-chairs election online to avoid regrets that may stem from spamming,
hacking and unacceptability of the results by the loosing party that may
arise due to lack of confidence in the unusual voting system.

Nonetheless, I will suggest that the incumbent Co-chairs remain in office
till we are able to converge face to face for a meeting such that a
trustworthy election can be safely conducted.
