[rpd] Co-Chair Election Process

Hi all,

In view of the ongoing pandemic that has disrupted alot in our various
societial ways, "..allowing a co-chair to extend for another year will not
be harmful" just as Mr. Daniel Yakmut rightly stated.
However, while I move for an extension of the election date till next year
also, I'd like to suggest a proposal for a remote voting system to be
considered within this one year time span and possibly adopted to avoid any
further occurrence of such nature.
