I think it has gotten to a point where things will happen naturally.

IPv4 is no longer mostly available at most of the RIR's, is fading at
AFRINIC, and is heaps expensive on the open market.

All major cloud and content providers (who now carry most of the
Internet's traffic) already support IPv6, as do most major equipment and
software vendors.

So while I think we should not let-up on harping on about why this needs
to get done, I believe natural forces are ripe to take effect. As with
the Coronavirus, those who are in denial about coming sea-change will be
scrambling to adapt.
