[rpd] Larus foundation and Afrinic PDP

For those who don't know: WACREN is sponsoring young engineers for many
years now to attend the AfNOG training workshops (sometimes up to about 10
fellows). And after the workshops, they stay to attend the AfriNIC meetings.

WACREN is not involved in the applicants selection process. We just ensure
with AfNOG diversity of sponsored applicants (gender, country of origin).
