[rpd] new version of AFPUB-2018-GEN-001-DRAFT05

Hi all,

AFPUB-2018-GEN-001-DRAFT04 was published by mistake, while I was still trying to clarify some comments from the impact analisys with the staff.

Anyway, this given me the oportunity to get further inputs, so attached is v5.

I've made a diff for the policy text from v3 to v5, as v4 has been only "visible" for a few days, I think this way is more evident to see all the changes. Here is the link:
