I see no better place for this discussion. There are many elements that deal directly with IP distribution. It emphasises the need for equity and why we must address our context and not get swayed by the comparison with other RIRs.

Same basic idea that SL-BIS tried to address but was drowned by “elitist” arguments. It is however still pertinent to Inter-RIR and any policy that affects the remaining resources we have.
