[rpd] timing for impact analysis

Jordi,
Current PDP states that chairs may request an analysis of the impact on draft policy proposals being discussed.
Decision to have an analysis is to be made by chairs or through the chairs and is not mandatory.
PDP-BIS addresses the issue by imposing AFRINIC ltd analysis on proposals which mature and qualify to move to review phase after passing respectively the adoption and the discussion phases.
So it solves the issue of automatic analysis for each revision of proposals under discussion and the related timeframe
