[rpd] Legacy holders?

Just to make something clear, which maybe is not obvious for everyone.

In Spain, some years ago, it was also needed a license. But as the sector grow up, self-regulation is a need.

I think we all agree in this list, that it is much better self-regulation ASAP is possible, as we do in Internet, right?

So, my guess is that sooner or later, most of the Africa countries (and other world regions that still require a license for Internet services), will go away also from that model. May be they just require, that the bylaws stated it, or just a "communication" to the government such as "hey Mr. Regulator I just want to let you know that I'm a new company and going to start providing Internet services soon".

A different issue is cellular networks, because they need to get the radio spectrum and pay for it ...

to be clear, i provided some examples of countries where regulators are newer than operators. there are more.
i make no attestation as to what is “proper”.
