I think this is a misattribution of a comment to which you replied to – and I suspect an innocent mistake.  The actual comment was made by Mark Elkins on the 31st of May 2017 – and you are correct noah – you replied that the current process could do with some improvements in response to that

I have just read through that document and I see Noah is quoted?  But the statement that I do not support the PDP-BIS policy proposal is some mischaracterization.

I dont know if there is any other Noah on rpd list, but I personally dont remember writing what is quoted in there nor do I remember ever suggesting that I didnt support that PDP-BIS policy proposal.

So I wonder where that came from unless its a different Noah.
