[rpd] inputs on IPv4 Inter-RIR policy proposals - AFRINIC needs this policy now!

We need an Inter-RIR transfer policy. This would be a great step in the 
right direction.
I support this Policy - even as an interim until 2019-v4-002 is passed.

This is what we really need - a full and complete transfer policy. 
Please people - get behind this. I support it
